I Guess They Didn't Finish This One

“Looks like it caught on fire, don't you think? They took people to the hospital in an ambulance.”

This is the second of three photos that Jack took of what I assume was built as a movie set but never completed. It's near Fruitland, Utah on Highway 40. Can anyone correct me?
